Abstract:
In public administration human resources management can be the engine of the entire restructurin and adaptation process, and if we ignore this or defer it later, we will find that the changes of transforming the administrative field into a living efficient, flexible and competitive body are inexistent. The success of an institution, the level of performance and competitiveness its ability to meet the needs and needs of its beneficiaries are based on the premise that people represent the most valuable asset (Bedrule-Grigori?ã, 2008). Innovation in the public sector involves computerization, optimization of working process through innovative technologies, continuous adaptation to changes occurinh in communication channels and instruments, as well as adapting the image of public institution to the realities and needs of 21st century citizens. This innovation would not only contribute to the creation of public value, but could also have an economic impact, both in the short therm, by reducing costs and streamlining the activity, as well as in the long term, in the evolution of the citizens standard of living. Innovation must meet on the one hand, the needs to cope with the increasing competition and on the other, the one hand to meet the needs generated by the great challenges they face, such as: climate change, aging of the population and insufficiency resources.
