Abstract: Demographic change represents a special challenge for all Europe. Its The process of reclassification of settlements has been on the focus of the scientific.research. It is thanks to the continuous changing of the legal backgrounds and the process . The legal process of the urban reclassification is very different in the countries of Europe. The study deals with the situation in Hungary, the changing of the legal conditions and its consequences. Furthermore it shows the territorial distribution of the towns in the country through secondary data.
