Abstract: This study examines the implementation of urban technologies in Curitiba, focusing on the convergence between Geographic Information Systems (GIS) and Building Information Modeling (BIM) for the development of City Information Modeling (CIM). The research highlights the necessity of developing organizational capacities and governance structures to foster this technological integration. The objective was to analyze the institutionalization process of GIS- and BIM-based initiatives in Curitiba through the lens of institutional theory. Methodologically, the study employed exploratory, descriptive, and confirmatory research, utilizing document analysis and interviews with key stakeholders. The findings confirmed hypotheses based on formal logic regarding the interaction between institutional pillars and stages of institutionalization, revealing varying levels of maturity: Metrogeo is at the objectification stage, while LaBIM/PMC is at the habitualization stage. Practical implications underscore the need for integrated capacity-building strategies, multilevel technical cooperation mechanisms, and alignment between procurement processes and emerging technological demands to implement urban technologies successfully.
