Not Only EU Enlargement: the Need of Changing the Community Regional Policy

Abstract: The future of the regional and cohesion policy seems to have become the most discussed issue among the remarkable ones regarding the EU enlargement. The contents of this debate are so far not satisfactory, since the debate itself is excessively focused on the allocative and contributory member states’ positions towards the EU budget. The preliminary analysis developed in this article highlights many critical points concerning the formulation so far adopted and the outcomes achieved; it also suggests a reverse debate method: appraisal first and then sustainability. Thus, several contradictory aspects emerge, from which the real reform needs, as special regards to its capability of integrating the national regional policies, can derive in order to face in an efficient way the considerable territorial gaps in the future Union.
