Abstract: The aim of the paper is that of describing some of the recent economic events of our country through a theoretical two-sector scheme. We proceed by inserting explicitly human capital as a production factor and a labour augmenting productive structure. The unsuccessful expansion of the South has been the consequence of an unsuitable economic policy which has not considered with the adequate weight on one side the strategic significance of human capital and on the other that the southern economic system should be shaped through a labour augmenting productive structure.
