Abstract: After a brief analysis of the debate held in 1947 at the Assemblea Costituente, this essay critically considers the main features of the recent reform of the Italian Constitution which introduces fiscal federalism. It is argued that the new text is coherent with the basic principles of the 1948 Constitution; some different interpretations of the reform are considered and an illustration (related to the case of the National Healt Service) of the heavy consequences in terms of regional disparities is provided.
