Abstract:
This model analyses — in a context with asymmetric information — the relationship among local government bodies of different level, citizens and private firms responsible for providing public utility services. Decisions about the quality and tariffs of public services, depend on the interaction between citizens and local bodies, and in particular on the contractual power possessed by the sides. Furthermore the ability of local bodies to monitor the effective quality of the service supplied by such private firms is relevant. The presence of a regulatory authority is introduced herein, and therefore it modifies these relationships due to the fact that it increases the monitoring power of local bodies. If a regional government constitutes the authority with regulatory power and with a specific objective in favour of citizens, the bargaining between citizens and local bodies is modified.
