Abstract:
This paper deals with technology transfer in Italy from public research laboratories to Industry. Adopting a systemic perspectivethe paper proceeds with the analysis of the policies and practices of the three main actors in the game, namely the government, the public research institutions and Industry. The analysis shows that in few cases such policies and actions result inappropriate; more often they are hardly aligned, coordinated and integrated. Furthermore, ample margins of opportunistic behaviour are often exploited by the main actors in the system, to the detriment of the overall impact on the social good.
