Abstract:
The article illustrates the model of “multi-level governance” or public-private partnership in innovation policies. It highlights the role of innovation in the future perspectives of the European Economies after the 2008-09 global financial crisis. It illustrates the role of large firms, industrial and service SME, citizens and public administrations in a modern knowledge society, the characteristics of the multi-level governance model and the new role of the State according to this model. Finally, it illustrates the differences between the traditional innovation policies, focused on R&D, and the policies for the knowledge economy, focused on the regional and international innovation networks.
