Abstract: Postal and delivery services are an important sector of the economy. While express courier services are booming, traditional postal services are gradually declining because of the esubstitution effect. It is vital for the sector to foster competitive playing level fields also by granting access to the network. However postal service regulation concerning access should not be confused or identified with telecommunication regulation. Differently from telecom, postal services are a highly labor intensive industry where the last mile delivery is not an essential facility.
