Abstract: In Italy, and in the Veneto area in particular, the discussion about a urban-metropolitan area that can involve several towns in order to organize similar facilities as transportation, directional functions or universities, conducted to an unclear regulation. Instead of enforcing PATREVE (Padua, Treviso and Venice), local organizations continued to behave like administrative reforms had never taken off. If the local system cannot drive this change, it would be hard for production activities to meet the global challenge.
