Endogenous Regional Development: Lessons from Languedoc-Roussillon and Montpellier

Abstract: This article critically examines how the French Mediterranean region of Languedoc-Roussillon, and especially its capital, Montpellier, evolved from economic stagnation to a path of sustained economic development involving high-technology activities. The transformation is discussed in the context of the historical background of the region and of changes in French regional development policies. Attention is also devoted to such problems as the region's high unemployment rate despite its being the leader among all French regions in terms of various measures of economic progress.
