Abstract: The Treaty for Stability, Coordination and Governance was signed in 2012 by 25 European Union member states, including countries that have not yet joined the euro area. This means that when these countries join the euro area it will be required to comply with the provisions arising from the Treaty. Essentially, it can be said that the deficit countries that are not part of the eurozone are lower than those of the countries that joined the euro.
