Evaluating the Romanian polycentricity using the Functional Urban Areas determined on the basis of statistical indicators

Abstract: Policentriciy is a complex notion which is difficult to be measured, since it has no unanimously accepted definition. Basically, policentricity means a uniform distribution of the cities within the territory and the networks of flows and cooperation between localities as good as possible and at appropriate scales. For the assessment of polycentricity it is necessary first to identify the functional urban areas, which was done on the basis of daily commuting data and on the evolution of the number of population and employees. The methodology used in this paper is that of ESPON Project 1.1.1, in which several changes have been made. Policentricity has three dimensions: size, localization and connectivity, which in turn are characterized by particular sub-indicators. The methodology consists in establishing these sub-indicators first, and then in transforming them into utilities, as well as the aggregation of utilities into indices of dimensions and finally transforming these indices in the Polycentricity Index. Finally, the calculated values for the Dimensional Index, the Locational Index, the Connectivity Index, and the Polycentricity Index were compared with the values obtained in ESPON Project 1.1.1 in the case of Romania and of other countries within the ESPON area.
