Abstract: "The following memoranda have been prepared at the request of the Economic Committee of the League of Nations. Further consideration is being given to the questions they raise and other opinions have been sought. These memoranda carry therefore the personal authority of two distinguished economists who have drawn them up, but must not be taken to represent the policy or opinion of any organ of the League of Nations. The responsibility of the Economic Committee is that of having invited these two economists to prepare these initial memoranda."
