Abstract:
In a historic American city, political reform elevated recreation to an equal position among ten services reporting to the Managing Director. By the implementation of a broad philosophy of recreation through efficient manage ment practices, Philadelphia has developed a program which sets a high standard for American cities. To cope with increasing quantities of leisure and new areas of service, imaginative planning, programing, personnel administration, and en larged facilities are necessary. Further, co-ordination and correlation of com munity efforts must be achieved.
