Abstract: Probably no part of the over-all American foreign aid program is as little known as is the international exchange of persons program. Appropriations for this program are only a pittance as compared with those for military and economic aid. Opposition to the program arises from apathy or the wistful hope that military and economic measures alone will solve the problems of the world. There is, however, an increasing awareness that all the tools and instruments will accomplish little without the skills and knowledge to use them. The underdeveloped countries of the world recognize this in their insistent demands for education at any price. There is more to the need for education than skills. Only through the elimination of ignorance can the mind of man be freed. The free mind and the dignity of human personality must be the ultimate objectives of all our efforts.
