Social Problem Indicators

Abstract: By use of a mapping sentence, a universe of observations is defined for social problem indicators. Emphasis is made on the concept of "problem" in order to distinguish such an observation from other observations of social behavior. Similarly, a more detailed mapping sentence is presented for observations of data to guide policy formation of government ministries. Illustrations are given from the Continuing Survey conducted in Israel. Distinction is made between "core" items and specific items. These considerations hold for data obtained from institutions or from individuals, whether the data be primary or secondary.
