Abstract: While the interests of the United States and the Soviet Union are in many respects competitive, they do overlap in one important respect: namely, the avoidance of nuclear war. Yet, the fact is that despite the strategic arms limitation talks (SALT), the competition in strategic weapons continues and may even be exacerbated by these negotiations. For numerous and varied reasons—which are discussed—we have reached the point at which both countries are acquiring war-fighting capabilities. The crisis can be offset only if people take the trouble to study, to learn and to seek to understand the problems and, then, to make their voices heard.
