Abstract: One committee session was devoted to problems resulting from division of power between the nation and the states and cities. The committee dealt with the dilemma of the need for the taxing power and capacity to deliver funds to the points of greatest need on the part of the national government, on one hand, and the greater respon siveness of local programs to local conditions, on the other. It was also noted that many problems are regional, and consideration was given to the question of whether the Constitution permitted the creation of regional governments. The final committee session dealt with vehicles for citizen impact on government, which has been enhanced by the growth of public interest groups. The view was expressed that most problems were too complex for citizens to play a large role in government operations. Citizen impact is greatest at election time, and ways to enhance citizen par ticipation in elections were considered.
