The Industrial Community in Peru

Abstract: The Industrial Community is a government- imposed reform program for private industry in Peru. Created in 1970, the Industrial Community was designed to im prove relations between labor and management, to increase productivity, to redistribute income and enhance social justice, and to accelerate economic progress. The record shows that the Industrial Community has fallen far short of the expectations of government leaders on all of these points. Reasons for the generally negative outcomes are examined.
