Lessons About Backsliding and Resistance

Thomas Carothers

The ANNALS of the American Academy of Political and Social Science, 2024, vol. 712, issue 1, 250-257

Abstract: International policymakers and those who provide assistance for the development and stabilization of democracies worldwide have often been slow to recognize and respond to democratic backsliding. Drawing from the case studies in this volume, I identify a set of policy-relevant lessons about processes of democratic backsliding, patterns of prodemocratic resistance, and the role of international actors.
