Abstract:
China is increasing its production and use of coal with potential for large increases in pollution. It is seeking new technology to achieve the increases but wants to obtain the improvements at low cost. The West has the needed technologies for increased coal use with reduced pollution, but wants a profit from transfer of clean coal technology (CCT) to China.
