Regional Fiscal Imbalance and Growth Differentials in Peninsular Malaysia

Abstract: The paper examines the fiscal arrangement between the Federal Government and the State Governments of Peninsular Malaysia. The transfer of federal grants as a form of fiscal adjustment fails to equalize regional fiscal imbalance, as the allotment system favours the rich states. This increases regional growth differentials of the country.
