Abstract: Several hypotheses have been suggested to account for spatial variations in the changing pattern of votes between elections. Unfortunately, data are not available to allow direct tests of these hypotheses. However, an entropy-maximizing procedure for providing the best estimates of the needed data is outlined, means of testing the hypotheses are suggested, and a set of analyses using a hypothetical data set are presented.
