Abstract:
On technical and conceptual grounds, ratio measures fall short as social indicators for use in area-based programmes. This paper discusses the requirements of area-based social indicators and examines some value-laden issues which must be operationalised if the signed chi-square representation is to form a viable and effective alternative.
