Committee Rules OK? An Examination of Planning Committee Action on Officer Recommendations

Abstract: In this paper the authors examine the role of councillors at the committee stage of development-control decisions. Their rejection of officer recommendations is studied for Bracknell District Council between 1974 and 1981. In rejecting recommendations, the committee may act to facilitate the approval of an application, or it may attempt to block a proposal. The issues at stake and the consequences of their actions are discussed.
