Abstract: The manufacturing sector is the major industry of the City of Pusan and is dominated by the footwear industry which holds the position of the largest exporter of leather sports shoes in the world. The labor-intensive footwear manufacturing industry has been quickly losing its competitiveness, causing problems for the Pusan economy. The restructuring of the footwear industry is closely related to the restructuring of the Pusan economy. Factors contributing to the growth and decline of the industry and the region are discussed. Measures to restructure at firm, industry, and government level are introduced and discussed. The recent government designation of the footwear industry as the ‘industry for rationalization’ is also discussed and evaluated.
