Abstract: This is the first paper in a three part series to be published in successive issues of this journal. It discusses the implementation of an empirically based input—output model for the city of Peterborough for 1968. The nature of the model, the problems of definition, the development of control totals, the survey procedures, and the way in which the input—output table was constructed are considered in detail, both as an introduction to the later papers and because it is felt that these issues will be of sufficient interest to others engaged in similar research elsewhere.
