Barriers to Technology Transfer: Local Impediments in Oxfordshire

Abstract: The author examines linkage patterns in Oxfordshire between a sample of high-technology firms and local universities and national laboratories with a view to identifying local impediments to technology transfer. Two kinds of impediment are identified: those which are ‘obstructions’, arising from the failure of mechanisms designed to create networks within the national and local innovation systems, and ‘barriers’, which are the weak links within the innovation process in general.
