Abstract: In this paper, a four-year field network study of the public-service employment program under the Comprehensive Employment and Training Act is described. The emphasis of the study was on displacement—the extent to which states and local governments used federally subsidized workers in place of locally funded workers. A description of the field network methodology is also included.
