A Quasi-Experimental Evaluation of the Vocational Training Centre for Adults

Abstract: The Dutch Centre for (Administrative) Vocational Training for Adults is a school coming under the Ministry of Social Affairs and Employment, aiming primarily at giving unemployed persons a better chance of inclusion in the labour process by vocational training. An attempt has been made to check, by means of a quasi-experimental method with a control group, how far that aim is effectively attained. First several alternative methods to compose a control group are described. The experimental and nonexperimental approaches are compared and their advantages and disadvantages pointed out. Next, the choice of a quasi-experimental approach for the adult-training survey is justified. The execution and the results of the chosen approach are discussed.
