Abstract: Our ability to provide social security services depends on our productivity. Our only source of wealth is what we produce by the application of human effort to natural resources…. The development of social services must, therefore, proceed side by side with the development of plans for economic development. We are, by setting up this service, proposing to divert purchasing power from one section of the community to another, and we think we are justified in doing so because of the need of the section which will benefit. That is all we are doing.
