Abstract:
The question whether the soviet relations with Third World countries have undergone certain changes in the recent past actually begs another question: whether “the new thinking†has affected Soviet policy towards capitalist countries in general and towards the US in particular. A discussion of the second question in the beginning will offer us a background essential for acquiring the relevant perspective in this regard.
