Application of Mixed Multicriteria Decision-making Methods to Determine the Optimal Development Industries for the Taoyuan Aerotropolis, Taiwan

Abstract: The study explored both the development policy of regional industry and the aerotropolis as an empirical object. In planning an aerotropolis, governments should account for both regional and industrial characteristics to establish appropriate policies for promoting industrial development that maximizes the benefits of invested resources. In this study, a composite multicriteria decision-making method was used to filter the optimal aerotropolis industry evaluation index through the fuzzy Delphi method. Subsequently, the decision-making trial and evaluation laboratory–based analytic network process was used to obtain the influence relations and weights between the indexes to establish an optimal industry plan. Satisfaction evaluation was then used to calculate the performance values of the programs and discover the optimal industries for the city to provide the government with a policy reference. This study found that the technical environment, product and industry networks, and basic environment were the most important aspects of the Taoyuan Aerotropolis. Aviation linkage and logistics services had the highest performance among industries, identifying them as the most suitable supplementary developments to the aviation industry.
