Abstract: “Economic growth, in Europe at least, does not create sufficient employment. The ‘lean’ modes of management which prevail in industry, in commerce and now in government, have reduced the employment intensity of economic growth The economy is, and is likely to remain ‘lean’ ... as a consequence of this, the nation should face up to the realities of a continuing employment demand-deficit in the economy, to the effect which this has on the communities in which joblessness is concentrated, and to the need to foster new employment intensive forms of economic activity.†(Regeneration through work — creating jobs in the social economy.
