Revenue Sources and Local Government Employment

Abstract: This note explores the relationship between variations in local government employment patterns and grant-in-aid receipts for three time periods, 1957–1962, 1962–1967, and 1967–1972. Three dimensions of local government employment patterns are explored: per capita payroll costs, average monthly wage per employee, and the number of public employees per capita. The methodology of this note follows the “determinants†analyses of public expenditure levels. The relationships between revenue sources and local government employment practices assume different forms in different time periods.
