State Finances: Delaware as a Case Study

Abstract:
Public finance theory can address itself to state financial problems. Delaware provides a useful case study to determine the applicability of much of that theory The theory suggests that Delaware is attempting to finance a substantial income redistribution program which generates an out-migration of its tax base. Several suggestions are made for reversing this tendency.
