Probabilistic Projections of Public Employment and Expenditures

Abstract: Public sector labor expenditures depend upon the level and composition of employment as well as their associated wage rates. This article uses a Markov probability model to project the composition of employment across personnel grades and time-in-grade categories. The model can then be applied under alternative hiring policies. The approach is demonstrated on police employment and expenditures in Syracuse, New York.
