Abstract: In this article we present an evaluation framework developed during the evaluation activities of TRACE – a major European trade union project centrally concerned with the anticipation of, and response to, change. The framework links the ‘micro’ project activities of training workshops, materials and networks to broader organisational and social outcomes. We demonstrate the use of the framework, presenting findings and discussing two related themes – inter-organisational networking and organisational learning – which have emerged as central in the evaluation.
