Abstract: This article describes the successful transfer to competitive energy markets by a former local public utility in Germany. The conditions necessary to meet this challenge successfully, in particular the consultation and proactive approach of the workforce and trade unions, but also innovative business strategies, are set out. The article shows that competition can be used by companies providing public services to rid themselves of the constraints they had under public ownership.
