Abstract:
The paper explores issues of repair and maintenance in properties in mixed ownership, focusing in particular on the Scottish practice of' 'factoring'.Factors have traditionally had a poor image, perhaps because of previous connections with private landlords, and they are often accused of poor management. This paper explores the contrasting roles and attitudes of factors and owners in the maintenance of property and suggests that the factors' image is perhaps undeserved. Factors have, in the past, demonstrated an ability to think strategically about repair and to be innovative in their approach. Their actions have tended, however, to be frustrated by events and decisions outwith their control. The paper concludes by examining changes in factoring, involving housing associations and local authorities, and the challenge of CCT.
