Exclusionary Land-use Regulations within Suburban Communities: A Review of the Evidence and Policy Prescriptions

Abstract: This paper reviews the literature related to five questions that we would like to have answered about local land-use regulations that exclude lower-income households from suburban communities. Also reviewed are the policy options for dealing with this exclusion.
