Abstract: In Romania and other Eastern European countries, the administrative reform was often understood just as the adoption of new laws and regulations; the only instrument of administrative changes being located in the legislation. There were taken ideas, policies, procedures, laws, without properly articulated prior studies and without adaptation to the Romanian reality. Different administrative systems, different cultures, practices and different legal systems have created or create different conditions compared with other countries of the world, the more so as the functions of public management (forecasting, organization-coordination, management, motivation and evaluation and control), have been years in a row ineffective or some of them were entirely lacking. On the development level of public function in Romania and the impact of Romanian economic news impact on the field, we identify the main existing problems. Current status and the European integration means the adaptation of Romania to the requirements regarding the level of training and development of human resources required at international level.
