The author conducted an analysis of scientific approaches and research payback paradox of information technology at the organizational level. The research result - valuation technique IT projects implementation of information technologies on the basis of quantitative and qualitative performance information space organization. The author argues that information technologies have enough influence on the development of the organization, knowledge creation , mobility of staff . Modern future for successful businesses and citizens of different communities is “ living organization “ with “information by the nervous system”. Evaluating the effectiveness of the information space is performed based on the target of the cybernetic approach.
