There is a set of instruments of carrying out the regional policy, successfully applied in these or those countries during various periods of theireconomic development. In our opinion, one of instruments of the state strategy of regional development and regional policy, rational social andeconomic division into districts which can form a basis of administrative-territorial division and the tool of regional policy has to act. Discrepancyof administrative-territorial division to objective borders of social and economic areas at imperfection of the federal relations conducts toeconomic, political, international collisions and the state shocks. But this discrepancy isn’t an absolute obstacle to implementation of regionalpolicy and can be easily overcome without direct change of administrative-territorial division with three main mechanisms of implementationof regional policy: selective support of regional development, program approach to implementation of the purposes of regional policy and thebudgetary federalism. This article is devoted to key instruments of realization of the state strategy of regional development and regional policyof territorial subjects of the Russian Federation.
