Article is devoted research of concept, characteristics and factors of formation of a firm waste of economic activities ofmunicipal unions in environment of the urbanized territories. Aspects of formation of effectively functioning control system by sphere ofthe reference of a firm waste of economic activities of municipal unions and ambiguity of interpretation of categories used in given activity are considered. The algorithm of perfection of an existing control system by sphere of reference TOXDMO in region, developments of ecological business in sphere of reference TOXDMO by means of development of market relations in sphere ofreference TOXDMO, namely creations in regions of electronic stock exchanges TOXDMO, the is innovative-technological centers andintegrated business - structures in sphere of reference TOXDMO is offered.
