Change of relations of the property and wide development of business in Russia as the elements of a state policy supported by measures of legislative, organizational and financial and economic character, define in immediate prospects occurrence of many hundreds thousand subjects of business with rather versatile sphere of interests. Their practical activities can have rather adverse ekologo-economic consequences for sphere of the reference of a firm waste of economic activities of municipal unions (??????). All these easily predicted results of economic activities of new patterns of ownership, and also the population, establishments dictate an urgent need of perfection of a control system of sphere of reference ??????.
