Abstract:
The main goal of the state housing policy is to develop mechanisms which improve housing availability for the various categories ofpopulation. Despite the measures which were taken, social-economic conditions of Russia continue to have negative impact on thework of municipal infrastructure. In modern conditions the indicators which reflect change of availability of housing for the populationare of prime importance. Ignoring of the problems connected with the housing market promotes economic and social instability,decrease of the rates of economic growth, deterioration of economy structure, decrease of employment and standard of living of population.There is a high necessity to accelerate implementation of reform in a housing and municipal complex in order to solve theseproblems. Intensification of process of investment attraction to the market of housing and municipal services requires the implementationa complex of interconnected actions which are connected with determination of objective system of tariffs forming. In addition,there is the need to restructure the debts of enterprises and organizations of housing and communal services payments to the budget.
