Abstract:

This article analyzes the definitions of the concept «quality of the state programs», and gives its specified interpretation based on it.It is proved in the work that composition of the development plans and programs represents one of the management functions, that iswhy programs quality control is also control of the region management quality. It was determined that most indices offered for evaluation of the quality of the draft state programs and their subsequent implementation are non-formalized values.
